PUBLIC SECTOR PROJECTS
Between 2004 and 2009, Warner, as Owner Authorized Representatives, led
project teams comprised of Owner and Warner staff, clients, outside
architects, engineers and contractors, to complete projects for a large
school district. These projects included asbestos and lead abatement, fire
alarm installations, ADA (handicap accessibility) upgrades, as well as major
capital improvements such as additions of multiple modular office buildings,
high-rise multi-floor tenant improvement build-outs, high-rise elevator
modernization, major data center expansion and reliability upgrades,
building automation and central plant upgrades, CCTV and access control
upgrades, seismic upgrades, and fire/life-safety generator replacement.
Warner used Primavera, Maximo, and MS Project software to manage and report
project progress.
Warner also assisted school management in a variety of other areas. For
example, Warner acted as a liaison with local city agencies, performed
feasibility analyses of potential construction projects, implemented an
improved document retention policy for more efficient use of space, and
provided consulting services related to legal claims and other litigation.
In July, 2002, Warner was awarded a contract to construction manage
FEMA-funded Hazard Mitigation projects. This scope involved over 1,600
projects at over 900 school sites, and required the careful coordination of
asbestos abatement, seismic upgrades and other projects. As the Owner
Authorized Representative (OAR) Warner performed all Project and
Construction Management activities on these projects, including the design
of the Request For Bid, contract preparation, bid evaluation, construction
management of outside contractors, communicating with inspectors, assuring
proper hazardous material handling and disposal, completing project
close-out, and providing all documentation required by FEMA. This work was
completed on time and under budget in 2004.
Between 1998 and 2002, Warner developed and implemented a wide array of bid
and design-build projects for the Los Angeles Area Unified School District
(LAUSD), ranging from energy efficiency lighting and mechanical projects, to
FEMA-funded hazard mitigation work such as ceiling and lighting upgrades,
asbestos and lead abatement, fire sprinkler and fire alarm upgrades, access
compliance, and new construction. Warner also directed the survey, design,
and completion of over 70 performance contracting (energy efficiency
upgrade) projects at LAUSD schools.
In July of 1997, Warner was awarded a contract for FEMA Hazard Mitigation
work in 110 schools. Working as a direct contractor to LAUSD until June
2001, we replaced unsafe lighting fixtures.
As part of a separate 1996 contract with LAUSD, Warner prepared Plans and
Specifications for Bid and performed Survey and Construction Management
services. This contract covered 149 additional sites, and included daily job
site visits, regular construction meetings, inspector meetings, structural
engineering details, quality and cost control, change order management and
processing, and delivery of the required contract documents and reports.
Warner completed many small (less than $100,000) projects on an aggressive
schedule and needed to adhere to detailed and specific reporting
requirements. In order to help meet our schedule at the necessary level of
safety and quality, Warner developed a proprietary Data Acquisition and
Project Management relational database. The Warner database produced
individual line item information by room, allowing us to specify, manage,
and report our progress quickly and accurately.
From 1995 through 1998, Warner completed extensive work at US Navy
facilities.
From 1992 to 1996, Warner worked under contract directly with Boston Edison
Company (BECo) and successfully managed lighting and building automation
work at 45 public schools, including the Cities of Boston, Newton,
Lexington, and Waltham Schools. Warner has provided services to schools in
other areas of the country such as Iona Preparatory School and Sacred Heart
School, New York; Brandeis University, Boston; San Diego School District and
Fallbrook Union School District in San Diego.
Upon selection in 1993 as one of three performance contractors to LAUSD,
Warner assisted in developing a program for the replacement of inefficient
lighting, mechanical, and water systems throughout the District.
